City of Justin General Election Candidate Profile

Meet Scott Kasper – Candidate for City Council, Place 2
Election Day: Saturday, May 3, 2025

What is your personal and professional background, and how has it prepared you to serve on the Justin City Council?

I am proud to stand before you as a candidate for city council, bringing with me a lifetime of experience, dedication, and an unwavering passion for building a stronger, brighter future for our community.

As a military veteran who served in Desert Shield and Desert Storm with the Air Force as a Security Specialist, I learned the values of discipline, service, and commitment to a cause greater than myself. These principles have guided me throughout my life and career.

After my military service, I transitioned into the construction industry, starting in Houston, Dallas, and later moving to Minneapolis, where my family originally was. It was there that my family and I took a leap of faith and started our own construction company. Together, we built homes, developed land, and immersed ourselves in every aspect of the process to ensure success. This experience taught me the importance of hard work, collaboration, and creating opportunities for others.

Fifteen years ago, I joined the railroad industry, which has taken me to various communities across the country. Through this journey, I’ve gained invaluable insights into what makes communities thrive—and what holds them back. These lessons have shaped my vision for what our city can achieve.

At the age of 45, I made the decision to pursue higher education while working full-time to support my family. Earning my bachelor’s degree and later a master’s degree in business was not just a personal milestone—it was a testament to the power of perseverance and the belief that it’s never too late to grow and contribute.

Throughout my life, I’ve honed skills in budgeting, management, and customer service, but above all, I’ve cultivated a deep passion for community involvement. My drive comes from a simple yet profound desire: to make our city a place where our children can dream big, where families can flourish, and where the future we leave behind is one we can all be proud of.

I am running for city council because I believe in the potential of our community. I believe in the strength of our people, the power of our shared values, and the promise of what we can achieve together. With your support, I am ready to roll up my sleeves and work tirelessly to ensure that our city remains a beacon of opportunity and hope for generations to come.

Old Town Justin is a vital part of the city’s character and history. What are your thoughts and plans for revitalizing and preserving Old Town Justin while encouraging thoughtful growth?

Old Town Justin is more than just a place—it's the heart and soul of our community, a living testament to the heritage that makes Justin truly special. It embodies the spirit of connection, where neighbors once gathered to shop, explore, and celebrate together, fostering a sense of pride that united us all.

I firmly believe that we must preserve the essence of Old Town Justin, ensuring it remains a vibrant hub that reflects the charm and history we hold dear. While the current city council has taken steps to honor this legacy, there is still work to be done. We must actively encourage businesses to set roots in this cherished area, breathing new life into its streets while staying true to its unique identity.

As our city grows, it’s vital that we approach development with intention and care. The homes and buildings we welcome into our community should complement the character of Old Town Justin, not overshadow it. This requires a collaborative effort, with the City Council and the Economic and Community Development Board working hand in hand to attract businesses that align with our values and vision.

Together, we can ensure that Old Town Justin remains a source of pride—a place where history and progress coexist harmoniously, and where future generations can experience the same sense of belonging and community that has defined us for so long. Let’s protect and celebrate what makes Justin great, while building a future we can all be proud of.

As Justin continues to grow, how will you help the city maintain its small-town charm and close-knit community feel?

Justin is at a pivotal moment in its history—a time of growth and change that will define the future of our city for generations to come. The decisions we make and the plans we set in motion during this next term will have a profound impact on shaping our community and preserving the values we hold dear.

It is essential that we plan not just for today but for the next 5, 10, and 15 years, laying a strong foundation to ensure Justin remains a place that feels like home—a close-knit community with deep roots and a cherished small-town character. This vision requires transparency, determination, and an innovative approach. We must actively seek alternative ways to generate revenue for the city, set clear boundaries for the business sector, and thoughtfully regulate development to protect the heart of our community from being overshadowed by large-scale businesses and developments.

At the same time, we must invest in creating opportunities for connection and pride within our community. More activities that bring neighbors together, additional spaces for our children to play sports and grow, and traditions that celebrate who we are as a city—all of these contribute to the spirit of Justin and the legacy we leave behind.

This mission is deeply personal to me and my family. Justin is the small town we chose to call home—a place that embodies the values we treasure. My wife and I are committed to ensuring that the community we love continues to flourish while preserving the character and closeness that make Justin special. Together, we can shape a future that honors our past while embracing the opportunities of tomorrow.

What are your top three priorities for Justin over the next 3–5 years, and how do you plan to accomplish them?

In the coming years, Justin faces a critical opportunity to shape its future while staying true to the values and standards that define our community. To do this, we must attract businesses that align with our principles—businesses that not only contribute to our economy but also enhance the character and spirit of Justin. These partnerships will help us build a stronger, more connected community.

Equally important is creating spaces where our residents can come together. Parks, community centers, and gathering areas are essential for fostering interactions, celebrating traditions, and strengthening the bonds that make Justin feel like home. These spaces will serve as the heart of our community, bringing people together for events, activities, and shared experiences.

We also need to address the foundational infrastructure of our city—water systems, electricity, roads, and the resources for our first responders, including police and fire services. These are the building blocks of a thriving community, and we must prioritize their improvement to meet the needs of our growing population.

Achieving these goals requires a city council that is deeply committed to serving with transparency and determination. We must work closely with developers to ensure that new projects include parks, community buildings, and spaces for events. At the same time, we need to create a budget that supports growth while being precise and responsible with city funds. Every dollar spent should reflect our commitment to efficiency and the well-being of our residents.

With state representatives in Austin considering changes that could impact revenue streams for small towns like Justin, we must remain vigilant and proactive. While no one enjoys the idea of bonds or taxes, they can be valuable tools when used sparingly, transparently, and with clear benefits for the community. Our responsibility as city officials is to explore every alternative for revenue generation, ensuring that we minimize the burden on our citizens while still meeting the needs of our city.

Above all, we must engage openly with our residents, involving them in the decisions that directly affect their lives. By working together, we can ensure that Justin remains a place we are all proud to call home—a community that honors its roots while embracing a future full of promise.

5. How do you define integrity and transparency in local government, and what specific actions will you take to ensure both?

Integrity is the cornerstone of leadership—it is the unwavering commitment to honesty, to doing what is right, and to standing firm in the values that guide us. It means earning the trust of those who place their faith in you, and it means holding yourself accountable to the people you serve. For government officials, transparency is not just a principle—it is a responsibility. It involves openly sharing the decisions, actions, and plans that impact our citizens, and never losing sight of who we are working for: the people who entrusted us with their vote.

Transparency means speaking the truth, even when it's not the easiest path to take. It requires courage to address challenges head-on, to deliver honest answers, and to prioritize the well-being of the community above all else. It also means listening—truly listening—to the voices of our citizens and valuing their opinions as essential contributions to the decisions we make.

As a candidate for office, I promise to listen with an open heart and communicate openly and consistently, ensuring that every resident who wants to understand what is happening in our community will have that opportunity. I am committed to being a voice for the people, advocating for what is right and standing against what is wrong. This is not a pursuit of personal gain or recognition; it is an expression of my deep care for my neighbors, the children who are growing up in our community, and the future we are building together.

At the end of the day, my motivation comes from a higher calling—to use the talents and opportunities I have been given to serve in as many ways as possible. This mission is rooted in faith, in family, and in a sincere dedication to leaving this community better than we found it, for the generations that will follow us. Together, we can uphold the values that define integrity and transparency, and we can ensure a brighter, stronger future for everyone.
